The short version
Pangender means your gender is many genders at once, held together most of the time rather than blending into one thing. The "pan" in it caused an argument: nobody actually holds every gender that has ever existed, since some, like Two-Spirit or hijra, belong to specific peoples and cultures. Most pangender people today mean all the genders within reach of their own life and culture — the limit was always implied, even if the word doesn't say it out loud.
Maxigender was coined to say that limit explicitly. Canada's TERMIUM Plus terminology bank records it as a straightforward synonym for pangender, defined as having all the genders culturally available to you. The pangender flag's creator has said publicly that this was already what pangender meant, and asked that maxigender not be used to invalidate the older word. Both are still in use, and both camps have a fair point about their own term.
